Operation Overkill 2 FAQ 

Operation Overkill 2 was a BBS game written way back in the 1990's. I played it as a teenager, and now there are a few telnet based BBS's on the internet that offer these classic games.

In OOII, you're a warrior in the wasteland, you move around the grid killing monsters and leveling up. There are 5 levels, and you can enter the Prison and the Air Force Base, both of which have more area to explore. The game ends when Overkill is destroyed.

Unfortunately, it's not intuitive how to win the game. So here is the original FAQ along with my additions.
